I am sure that it can't be water soluble.<br />The cellophane and filter tips are made from cellulose.<br />Cellulose has no taste, is odourless, is hydrophilic with the contact angle of 20–30, is insoluble in water and most organic solvents, is chiral and is biodegradable.
