Obviously not. Someone, somewhere, will still find a reason to be offended.
Surely by smoking you will be causing the local wildlife to suffer...think of the Gulls...
But what happens when you run out? How far is the nearest corner shop?!
Sod that, you have enough space for a football pitch, a rugby pitch and a hill big enough to have one of the inflatable spheres. If you fall off the edge in the sphere at least you'll float.

Don't laugh. Angel Island in the middle of San Francisco Bay is considered a State Park and thus is smoking banned on the entire island, even in the great out of doors in the middle of nowhere, not that it's not been banned outdoors in most all areas of San Francisco, with $500 fines to accompany the outdoor signage decorating everything in sight. Even islands aren't safe from the smoke-banners anymore.
Why is the coast line not fenced? Think fo the cheeldren!
