That's vastly more than recorded falls in overall consumption, though, which suggests increased purchases from outlets outside the scope of the stats - in the case of tobacco, probably smugglers.
Cigarette sales fell from 45.7 billion to 40.4 billion between 2007 and 2012. Smoking prevalence, however has hardly changed at all. So people are either smoking a lot less fags or they are getting supplies elsewhere.
Duty income has increased somewhat, due to increases in duty no doubt.
No wonder TC is worried about ecigs.
Yes, I think it is basically an illustration of the fact that people are finding alternatives to the punitively taxed official channels. My guess is that in reality, that graph should show a flat line.
