Be Off With You, Bartlett!

Via the excellent AboutMyArea/MK11, here's some interesting news to toast at gin o'clock this evening.
June Payne has won the by-election held yesterday, 6th September, in Stony Stratford, and will now represent the South-West Ward on the Town Council.

June won by a clear margin, receiving 260 votes, while her closest rival received just 41.
Her not-so-close rival being?
Results in full;

- June Payne: 260
- Paul Bartlett: 41
- Pete Thornburgh: 32
- Dick Bailey: 17
Quite a surprising result, eh? Who thought he'd get as many as 41 votes!

And so it would seem the final curtain has now come down on the bizarre car crash that was Councillor Herr Bartlett in Stony Stratford. You can read highlights of the saga at the Stony tag.

In some respects, I'll quite miss writing about the daft coot. Comedy like his doesn't usually write itself so readily.

High Noon For Herr Bartlett

Just to brighten up your Monday, how about an update on the fortunes of everyone's favourite comedy councillor?

Previously, in The Wacky World Of Herr Bartlett, we have seen our balding buffoon humiliated in a series of votes, before jumping seat last minute to avoid being challenged for his place on Stony Stratford Town Council. He then pulled another fast one to try to escape censure by the standards board, only to be landed with a five month suspension anyway.

He is due to resume his trademark irritation of Stony Stratford residents in October ... or is he? AboutMyArea/MK11 reports today that he may have run into a big fat obstacle made of his own ineptitude.
AboutMyArea/MK11 learned over the weekend that there is to be a by-election in the Stony Stratford South West Ward.

Paul Bartlett failed to sign his declaration of acceptance of office at or before the first meeting of the council following the May elections.

As was its right, the council agreed to declare a casual vacancy in the Stony Stratford South West ward. Accordingly, the vacancy was advertised on notice boards in the town.
For someone who has gone to great lengths in jealously guarding his unaccountability to the electorate, that is what I call an almighty cock-up! Unfortunately for Bartlett, three candidates have put themselves forward to unseat him.

The election is on September 6th, but already messages of sadness are appearing on the Stony Stratford Facebook page at the thought that such a popular chap may well be voted into obscurity. Pfft!

Does anyone else hear the Laurel & Hardy theme tune whenever this guy's name is mentioned?

Herr Bartlett Still Delivering Top Comedy

Politics is truly a strange place sometimes.

Take the case of a certain Paul Bartlett, for example. Some of you may have heard of the barking mad berk before.

Well, he's had an emotional week, so he has.
FORMER councillor Paul Bartlett will retain his Alderman title after surviving a poll by Milton Keynes Council by a single vote to strip him of the honour.

Former Tory turned Independent councillor Mr Bartlett [...] hit the national headlines last year when he called for a bye-law to ban outdoor and indoor smoking in the town.
Yes, I vaguely remember reading something about that.
The controversial proposal helped fuel an alleged row with the landlady of the town’s Duke of Wellington pub, according to the Standards Committee.

The landlady claimed Mr Bartlett “bullied and harassed” her, made a highly offensive comment and threatened twice to get her pub closed down.

A further complaint came from a Stony Stratford art gallery, where the owner alleges she locked Mr Bartlett out of her premises because he was being offensive.

The Standards Committee found Mr Bartlett guilty of breaching conduct codes by swearing, shouting and abusing his position.
Car crash behaviour, I think you'll agree. Some might even consider it rather embarrassing for the town of Milton Keynes, therefore understandable that withdrawal of a bestowed honour should be considered. Right?
At the meeting, former council leader Councillor Cec Tallack said that many people didn’t like Mr Bartlett
Cllr Tallack is a master in the art of subtle understatement.
Members met on Wednesday night to discuss whether Mr Bartlett should be stripped of the honorary title of Alderman – the first time in history such a decision would have been made.
He is, err, unique, there's certainly no debate about that!
Councillors voted 17 in favour of Mr Bartlett losing his title, though 18 voted against, with 14 abstaining, meaning he will keep the title for now.
Phew. So close that I'm sure the guy will be contrite and shed that misplaced superiority complex now, eh?
“I feel vindicated,” he said on Thursday.
Or maybe not.
"I have missed out on job promotions, lost girlfriends, missed holidays and birthdays because of the work I put in as a councillor"
Look, I can just about buy the promotion thing - even for a guy who drives a clapped out non-emergency ambulance (I'm an optimist, at heart) - but ... girlfriends? You're stretching the imagination a tad there, snowflake.

Anyway, I digress.

Only in the weird and wonderful world of Herr Bartlett can abject failure, blanket disapproval, and public derision, followed by a squeaky bum one vote escape from an unprecedented stripping of stature be described as 'vindication'.

Someone should make a film about this guy, it'll have 'em rolling in the aisles!

Not So Clever, After All

Earlier this month we discovered that Stony Stratford's resident blight had resigned from office. However, it turned out to be his slimy way of avoiding censure by the Standards Board for behaviour which only a loon would consider right-minded.

Looks like it hasn't quite worked out like that, as AboutMyArea/MK11 reveal today.
The Milton Keynes Council Standards Board has taken the unusual step of handing down a five month suspension to Mr Paul Bartlett.

Mr Bartlett resigned from his position with the Stony Stratford Town Council last week. He told AboutMyArea/MK11 that he resigned as a Councillor because "The Standards Board [was] not able to issue any sanction against a member of the public".
Nope. But, obviously, his shortcomings are so very clear to the Board that they have kept his suspension on ice until he gets back in office in May.

You may ask why he doesn't just do the decent thing and stop bothering the Council and residents of Stony Stratford who have plainly had their fill of him. Sadly, hysteric obsessives never do.

At least they'll not have to put up with his unbalanced wibblings until October 2012, though, which is a welcome respite, I should expect.

Bye Bye Bartlett?

The ever excellent AboutMyArea/MK11 has just broken a story which will be of great interest to many here.
AboutMyArea/MK11 has learned that Paul Bartlett has resigned from the Stony Stratford Town Council.

Mr Bartlett tendered his resignation as a member of the Town Council to the chairman yesterday. This was with immediate effect

Only yesterday, Paul Bartlett was confirmed as a candidate for the Stony Stratford South West Ward in the Town Council elections to be hold on 3rd May, 2012.

Currently it is not clear whether this resignation affects his nomination for the upcoming elections.

We have contacted both Mr Bartlett and the Stony Stratford Town Council for comment.
At present, it's not clear how Stony Stratford residents will cope without the hysterics, unhinged outbursts and occasional flashes of rage, but I'm sure they'll survive.

Stony Stratford: A Characteristically Delirious Epilogue From Herr Bartlett

As you may have read elsewhere, the wise and thoughtful Councillors in Stony Stratford decisively threw out Herr Bartlett's barmy plan on Tuesday night (previously in this saga, check the Stony Stratford tag).

The margin was seven votes to one (can you guess who?), to go alongside prior epic Barlett failures. The man was his usual barking self during the meeting, at one point being made to apologise for a disgustingly spiteful wish for other members of the council (you know, normal psycho unhinged anti-smoker stuff).

However, once he popped his bug eyes back in his head and stopped frothing at the mouth, the ever-diligent AboutMyArea/MK11 managed to coax a comment or two out of him. Do go have a read as, incredibly, despite unconditional, disastrous, humiliating defeat, he feels he has made some kind of progress!

"It is noticeable that only one member of the public came to the meeting on 17th January to object and this may reflect a general change of mood in public opinion ..."
Really? If so, it's extremely difficult to spot at the Stony Stratford Facebook page judging by this selection of comments.

"bartlett you are out of touch ,use your time more wisely go and tidy tour garden up it,s a tip , and get a real job"

"My god daughter is better behaved than him and she's 3!!!"

"Is he still a bit mad??"

"He is a terrible person to represent [Stony Stratford] :("

"The pathetic smug arrogance of the man. Unbearable."
Those who went to the town in July last year can attest to Stony Stratford's charm, but it would appear that its residents are genial and astute people too.

Congratulations to Stony Stratford Town Council for reflecting the public mood so accurately.

More Epic Fail From Herr Bartlett

As if being trounced 148 votes to 2 wasn't humiliating enough, life goes from bad to worse for Stony Stratford's chief smokerphobe.

Councillor Paul Bartlett, who proposed a controversial blanket ban on smoking in Stony Stratford's streets, lost a motion of a vote of no confidence in the town council's chairman, Rob Gifford, on Tuesday night.

Cllr Bartlett withdrew the motion with regards to the smoking ban until a later date, as he believes it should be broadcast for those not able to make the meeting.

But this would be in contravention of the council's rules, or standing orders, and so has been initially blocked - something he has accused Cllr Gifford of breaking the standing orders by doing.

So on Tuesday night, he motioned a vote of no confidence in the chairman, which was voted down by eight votes to one.
Another resounding defeat, the one vote in favour presumably being Bartlett himself. That's not all, though.

But at the same meeting, Cllr Richard Skellington motioned a similar vote in Cllr Bartlett, due to 'his behaviour in recent weeks which has placed unreasonable demands on the council's staff, and caused undue stress to council members'.

This motion was passed by eight votes to one.
Oh dear. Mustn't laugh ... well, maybe just a lot.

+++ Stony Ban Motion Is Withdrawn +++ UPDATED

With just five days until Stony Stratford Town Council were finally due to discuss Herr Bartlett's outdoor ban proposal ... he's dropped the idea.

UPDATE: Just to add a little more on this.

I first heard a rumble that Bartlett had ditched his plan yesterday afternoon, but thought it best not to tempt fate until there was confirmation. As always, AMA/MK11 proves to be a top quality local news source, as they did before and during the 'Standoff' in July.

If we had the luxury of a peer into Bartlett's confused and heavily-jumbled mind, I suspect the withdrawal of his motion was more due to his coming down from the high of national publicity than his respect for the residents of Stony Stratford, or their overwhelming rejection of his daft proposal.

It would appear that a video spot on BBC local news, a visit from Rod Liddle, and his 'tired and emotional' rant on TalkSport convinced him that he had somehow been catapulted into the big time. Like some political X-Factor wannabe who stubbornly refuses to notice the thinly-veiled smirks of those judging him.

In the intervening couple of months, he has talked of a 'national debate' in the media - heavily involving him, of course - and even at one point suggested that Tuesday's meeting should be televised for the nation!

If any individual - or organisation - has been encouraging his sad delusions of grandeur, they should be thoroughly ashamed of themselves.

Because what has become patently clear from the report stage of the Localism Bill is that Bartlett's idea of the police enforcing his little scheme was pure fantasy. There are no powers afforded to councils for such initiatives, only primary legislation - it would seem - is able to offer the kind of big boot required to make a localised outdoor smoking ban stick.

What his supporters may have wished for, though, was a cause to hang their anti-smoking hat on. Something to point to as 'proof' that the public are ready for bans on smoking in the open air.

As his plan lies in smouldering ruins (it's OK, that smoke doesn't harm anyone), so too does Bartlett's political career if local reports are to be believed. He himself has admitted to being subject to insults, and one has to wonder how long he will be able to hang on to his post on Stony's Town Council - perhaps something which he has previously found to be quite life-enhancing.

For a brief while, he was the cause célèbre of the anti-smoking community, but he'll now be left friendless and without support as they forget Stony Stratford and move on to somewhere else to get their kicks.

I suppose that's politics and he partly has himself to blame for being an utter fool, but a little word to the wise - from professional bansturbators who knew full well he was setting himself up for a massive failure on a futile exercise - should have been offered a long time ago.

Of course, those of us who were targeted by Bartlett's prejudices are pefectly entitled to blow the short-arse a hefty raspberry. C'est la guerre, doncha know.

Though Isolated, Stony Stratford Councillor Gamely Struggles On

Here's something especially for one of my most recent e-mail subscribers.

BAN SMOKING IN ALL PUBLIC PLACES, INCLUDING PARKS, STREETS AND PUBLIC SQUARES

[...] while the move may seem to be an obvious step forward for anti-smoking campaigners, some believe it would actually be detrimental – claiming it could force smokers indoors, where the effects of passive smoking are far higher.

"Our priority must be reducing the known health risks (sic) associated with second-hand smoke exposure," explained Sheila Duffy of Ash Scotland. "These risks are at their highest in enclosed indoor spaces and while some find smoke exposure outdoors unpleasant, the health risks of outdoor exposure are likely to be small in comparison.

"Prohibiting smoking in large areas like whole towns or city centres could displace smoking to areas like cars and homes where the risks are higher or more vulnerable groups like children can be exposed."
Oh dear. It would seem that even ASH think you're as nutty as a bag of KP, Herr Bartlett.

Cue more swivel-eyed e-mail craziness, I suspect.

While we're on the subject, here's a date for your diary, fellow jewel robbers: Tuesday 20th September, 7pm, St Mary & St Giles Church in Stony Stratford. According to an impeccable local source, "a certain councillor will move to have smoking banned in the High Street ... should be lively!".

The Stony Stratford Effect

I hope you don't mind, but I'll just leave this here as a permanent reminder that it did happen.


The leap into the top 20 is undoubtedly due to the Stony Stratford event which garnered one hell of a lot of attention. As such, everyone who viewed this blog in July, linked to it, or retweeted articles, has been instrumental in bumping us up from 24 to 17.

Please consider yourself enthusiastically virtually hugged by a grateful Dick.

As previously mentioned, this month will probably prove to be very sparse by comparison so a big fall will be in the offing, but if you're new to this 'ere tabloid guff please pull up a pew and make yourself a cuppa. You're most welcome.

Last Word On Stony Stratford - A Warning

Success for the good people of Stony Stratford was very satisfying, but despite Herr Bartlett's lunacy being crushed, there are still a couple of unreported loose ends to clear up.

Stuart Moore, a local member of various groups including the Rotary Club, was in attendance on the night of the Town Council meeting and was mentioned by AboutMyArea/MK11 as "instrumental in organising the protest in the town on Saturday". Indeed he was. He arranged our venue and put in a lot of effort ensuring that those who weren't net savvy were aware of the protest, amongst many other admirably handled tasks.

At Tuesday night's meeting, he was approached by many attendees and asked if the issue would still be supported when it is re-presented in September (if Bartlett still refuses to drop it, that is). He assured them that their cause would certainly not be forgotten, and that he would also check parish notes in case Bartlett decided to initiate any other mad nonsense in the meantime.

Importantly, though, he was implored to stand for a Council position himself, to which he agreed.

On the evidence of Tuesday's events - including Bartlett having stand up arguments with residents on exiting the church - Stuart will have a lot of support come election time.

Bartlett may well have served for many years as a councillor in Stony Stratford, but the outdoor smoking ban proposal - alone - could well have put paid to his future involvement in anything more important to the town than sweeping in front of his house.

Something to think about for local councillors everywhere who think grandstanding for outdoor smoking bans is a good idea, don't you think?

Stony Stratford Meeting Overwhelmingly Rejects Bartlett Proposals

Councillor Paul Bartlett's motions were later rejected by the Town Council. Nobody present was prepared to second either of the two motions that were on the agenda for the meeting. As a result, the proposals were discarded and did not need to be debated on further by the Town Council.

One speaker asked for a show of hands to see how many people in the room supported Councillor Bartlett's proposals. There were around 150 people in attendance and only 2 people raised their hands - one of those was Councillor Bartlett himself.

Although Bartlett has seemingly refused to withdraw the ban motion itself, it looks dead in the water on this showing.

Stony Stratford Smoking Ban Motion Postponed?

It would appear that rumours of a withdrawal of Herr Bartlett's motion were correct. The reason given for this change of tack, though, are the special kind of Bartlett bonkers we've come to expect.

The motion to ban smoking in Stony Stratford will not take place at tomorrow's town council meeting (Tuesday) and will now be discussed at the next meeting in September.

As reported in last week's MK NEWS, Councillor Paul Bartlett was planning to postpone his motion as he believes his opponents' arguments are 'flimsy' and they need more time to prepare.
His justification is rock solid, d'you see, everyone else's arguments are the shaky ones. And the sky is, of course, purple with turquoise polka dots.

The official statement from Stony Town Council reads as follows:

[...] we have been notified by Cllr Paul Bartlett that he wishes to withdraw his motion no (iii) on the above agenda and to place it on the agenda for the Town Council’s meeting on 20 September.

In accordance with standing order 3b(iii), I therefore confirm that this motion will not be considered at the above meeting.
Unfortunately, without seeing the agenda, it's difficult to know if this means that the other two items for discussion - as detailed at AboutMyArea/MK11 - will be going ahead as planned, or not. (EDIT: They will).

Well, what do we make of that, boys and girls?

An Outbreak Of People Power In Stony Stratford

Having had a quick look around over a mid-morning cuppa, it appears I'm a bit late to the Stony Stratford blogging party. Not too surprising in light of the outstanding turnout yesterday, including many a blogger. My last article was written from the top deck of a bus, the last leg of a problematic return journey, before shooting straight out again while others penned their experiences.

Having very generously been offered a lift to Stony yesterday morning by Tom Paine - a true non-smoking gent - in his magnificent Maserati GranTurismo, Vittoria, I mentioned that the dreadful weather might discourage attendance. As we approached the venue at around 10:45, though, it was clear that it was going to be a successful day.

Posted sentry-like outside was a man Twisted Root holding a placard bearing the words "De-normalise Bartlett" (to which the Police would later raise mild objection), while under the cover of a gated passage between the two bars were approximately 30 hardy souls drinking tea and waiting patiently for the event to begin. Already we had the makings of something rather special.

Just two weeks ago, this blog had floated the idea of a visit to the historic town - post-scripted with "I'm serious, by the way" - and my good friend Gawain had got in contact offering to "try to get Farage". There followed a lively 14 days of arrangements; a venue; further speakers; media coverage; and most importantly of all, people to attend. After all the e-mails, Facebook and Twitter calls to arms, and media enquiries amongst other activity, to see our protest take a tangible shape was both thrilling and a blessed relief at the same time.

The BBC give the attendance as 200 and, although this is a tad high, it's not by any means a massive exaggeration. As the BBC cameras arrived, I counted 80 to 90 people and they were still turning up! The final total was in excess of 100 is the best I can estimate as I was to be rather busy for the next couple of hours.

There was one irritating inaccuracy in the Beeb piece, that being:

The meeting was followed by a "mass light up" by smokers opposed to the proposed ban.
Firstly, it preceded the speeches, and secondly it only happened at all after the reporter requested that we arrange it for them to film. It's worth getting that on record as you just know it could be eagerly misconstrued by some.

The speeches started late as we were desperately hoping Farage would get there in time. It soon became evident that an accident on the M1 had stymied that idea and the other speakers would have to begin without him.

And excellent each of them was too. Bill Etheridge with his Churchillian reference; non-smoking Patrick Hayes waving a Gauloise (which I later smoked) and emphasising the threat to wider liberty this posed; David Odell speaking passionately of his deep love for the town as a family-run business owner, and how Bartlett's plan threatens its prosperity; and Roger Helmer promising to smoke a cigarette on the High Street if Bartlett gets his way on Tuesday. When Nigel arrived 30 minutes later he was, well, Nigel. Passionate, articulate, direct, and still forthright in his view that anti-smoking legislation has almost become a parody of itself.


With the main part of the day completed, and the many press personnel having left to file copy and photos, the rest of the early afternoon was whiled away with a refreshing beer, a relaxing smoke, and good-natured conversation amongst like minds.

This was a day to cherish, with many believing it should not be a once-off; that successes like this should be built upon with action elsewhere should it become necessary; that a line in the sand had been drawn. I'll certainly be willing to go again the next time some petty dictator tries to enforce his personal preferences on others, and not just towards tobacco, either. Increasingly, other areas are being attacked by the same methods which are equally dangerous to our general freedoms.

Before leaving, I thanked the landlord of the Bull Hotel for his generosity in allowing us use of his premises (though I'm sure he was quite happy with the early Saturday takings), and he gave me an interesting snippet of info.

Apparently, Bartlett himself had popped by The Vaults bar on Friday night, bearing leaflets which hinted that he may be thinking of withdrawing the motion. He was given short shrift by the locals who "ran him out of the bar", I was told. Time will tell if Bartlett has really come to his senses but, if not, the locals of Stony Stratford who made up around 40% of the attendance have made their views perfectly clear for councillors prior to the vote. To a man and woman they angrily insisted that Bartlett should butt out.

I'd like to heartily thank all those who attended yesterday in the driving rain, you helped us make a stand - in our own little way - against the kind of mean-spirited miserablists who are increasingly making this country an intolerant and spiteful place.

Let's do it again sometime, eh?

Mission Accomplished #StonyStandoff

It poured down, traffic problems on the M1 interfered, Twitter updates were difficult, but we got it done.

Protesters turned up early and in large numbers to object to Bartlett's particular brand of illiberal lunacy, to be treated to powerful speeches in front of the BBC cameras

I'm nearly back home but will be straight out again for a pre-planned Saturday evening domestic wine and curry evening. A full write-up will appear here tomorrow.

A message was sent today, which was the whole point of the exercise. Job done.

#StonyStandoff Audio Repeat

Last night's TalkSport discussion was interesting to say the least. The kind comments in a lively thread beneath yesterday's post were most appreciated.

Having been prepared to rebut Herr Bartlett's daft claims, his non-appearance (or very late show) meant that the approach was rather different to what I was expecting.

Talking Dick

What with real life and the Stony Stratford shindig butting in and taking up a lot of my time, my drafts area has been building up with things I want to write about with no window available to do so.

Normality will no doubt resume at some point but, in the meantime, tonight I'll be appearing on TalkSport radio at around 10:15pm to discuss our event and the Stony Stratford ban in general.

Stony Stratford: Full Details For Saturday #StonyStandoff

Just about everything is in place for Saturday's day out in Stony Stratford (previous updates here), so here are answers to many a FAQ.

We'll be gathering from 11am onwards at the Vaults Bar, High Street, Stony Stratford, Buckinghamshire, MK11 1AQ. It is the bar to the right of the orange awning in the image below. Click here for a big arrow pointing to its location on the High Street.


As well as a large contingent of local residents, we are being joined by people from all over the country, and even one who is flying in from Russia on Friday especially for this event.

Those driving will be pleased to know that parking in Stony Stratford is FREE! A map of the town's car parks can be viewed here.

If you're arriving by train into Milton Keynes Central station, the 5A bus (says Wolverton on the front) leaves every 15 minutes from stop 37 on Station Square and will take you to Stony Stratford in around 20 minutes.

The taxi fare from the station to Stony Stratford is in the region of £7, though @miltonkeynetaxi have said that if you find that journey cheaper anywhere in their tweets, show the driver and that's what you'll pay.

The speeches will take place from midday to allow for latecomers, but in the meantime we hope to help out with local petitions by getting as many signatures as possible in objection to Bartlett's plan. Portable ashtrays are being provided for those who smoke, so please use them or the receptacles provided by the venue as we don't wish to leave any litter.

As mentioned, BBC Look East (and possibly ITV Anglia News) will be in attendance along with local press so the earlier you display your placards/banners/posters/dressing up efforts, the better.
